When I moved my library there, new roms would get created in App Support/roms/roms. Upon continuing: I figured there is nowhere to go higher in the document tree but Application Support. Congruent with the bahavior of adding new roms into a roms/roms folder. In this issue, it creates a new set of library files inside my original rom folder with all the roms. One observation at this point: In all my full backups, my 3 library files & the openvgdb.sqlite are located in the OpenEmu folder, & not the roms folder. Adjusting the library location would lead to OpenEmu losing track of all roms. This is where I simply gave up the first time. However, new roms would be added into OpenEmu/roms/roms/(console folder). Both occurences, I "chose" my existing library. The initial behavior, is out of nowhere, I'd open OpenEmu & be greeted with a dialog to create or choose a library as if it were my first use of the program. The last time I experienced this problem, it randomly resolved itself through no action of my own after a week or two. The first time was maybe 6 months ago, which caused me to make full hard backups of App Support/OpenEmu, & I retain one from April 17th 2022. The PROBLEM happened once before, but I did not discover the root behavior until this time. I am not sure how to replicate this issue.
